Inclusion of benefited property not within the proposed boundaries

If the special assessment roll includes real property not located within the proposed
boundaries of the parking district as being benefited by the proposed project, the
governing body of the city shall, if the parking district has been formed by the governing
body of the city pursuant to Section 3-51-9 NMSA 1978, by ordinance declare the
boundaries of the parking district changed to include such property. If the parking district
has been formed by petition, and the special assessment roll includes real property not
located within the proposed boundaries of the parking district as benefited by the
proposed project, the governing body shall by ordinance declare the boundaries of the
parking district changed to include such property if the signatures on the petition were of
owners of not less than one-half of the assessed value of all of the real property within
the boundaries of the parking district after such change. If the original petition does not
contain the signatures of owners of the required amount of property, a supplemental
petition may be filed to add signatures of owners of additional property to the original
petition. The additional signatures may be of owners of property located within the
boundaries as they are proposed to be changed, whether the property is within or
without the original proposed boundaries of the parking district.
