A. The department shall issue rules for the development and implementation of bilingual multicultural education programs. B. The department shall administer and enforce the provisions of the Bilingual Multicultural Education Act. C. The department shall assist school boards in developing and evaluating bilingual multicultural education programs. D. In the development, implementation and administration of the bilingual multicultural education programs, the department shall give preference to New Mexico residents who have received specialized training in bilingual education when hiring personnel. The 2004 amendment, effective May 19, 2004, in Subsection A, changed "state board" to "department"; and in Subsections A, C and D, inserted "bilingual multicultural education".
