The center for broadcasting and international communications: A. may establish educational television programs to serve individual viewers, educational institutions and public educational programs in the southern region of the state as well as the adjoining area of Mexico; B. may develop, produce and distribute bilingual television materials; C. shall cooperate with all other existing educational television facilities in the state to accomplish the most efficient use of any public funds made available for educational television services; and D. may enter into contracts and be the recipient of federal or other funds for the purpose of carrying out the activities enumerated in this section.
