New Mexico Code § 17-3-13.5

Elk licenses reserved

The state game commission shall reserve no more than two elk licenses a year for
sale to persons under the age of twenty-one who have been determined by a licensed
physician to have a life-threatening illness and who have been qualified through a
nonprofit wish-granting organization approved by the commission.
