Any new resident or former resident may vote for presidential officers in a presidential election, but for no other officers or upon any questions or in any other election, if he: A. otherwise possesses the substantive qualifications to vote in this state except the requirement of residence; and B. complies with the provisions of the Federal Voting Rights Compliance Act.
