As used in the Election Code [Chapter 1 NMSA 1978], "new registrant" means a person who was not registered to vote in the state at the time the person registered to vote. History: Laws 2005, ch. 270, § 2. Effective dates. — Laws 2005, ch. 270, § 81 made the act effective July 1, 2005.
