52:27D-173 Comprehensive program; development; rules and regulations. 4. The commissioner shall, after consultation with experts in the area of recreation, develop a comprehensive program for furnishing recreation for persons with disabilities, and shall promulgate rules and regulations for the administration of this program pursuant to the Administrative Procedure Act, P.L.1968, c. 410 (C.52:14B-1 et seq.).
