45:5AAA-5 Board organization; meetings. 5. a. The board shall organize within 60 days after the appointment of its members and shall annually elect from its members a chairperson and a vice-chairperson, and may appoint a secretary, who need not be a member of the board. The board shall meet at least once a month and may hold additional meetings as necessary to discharge its duties. A majority of board membership shall constitute a quorum. b. The board shall promulgate rules and regulations pursuant to the "Administrative Procedure Act," P.L.1968, c.410 (C.52:14B-1 et seq.) to effectuate the purposes of P.L.2023, c.237 (C.45:5AAA-1 et al.). The provisions of sections 9 through 13 of P.L.2023, c.237 (C.45:5AAA-9 through 45:5AAA-13) shall remain inoperative until the first day of the sixth month next following the promulgation by the board of the rules and regulations.
