4:8-17.24. Subject matter of rules and regulations The State board may by rule or regulation prescribe and establish: (a) The method or methods of sampling, inspecting, analyzing, testing, and examining seed, and the tolerances to be followed in the administration of this act, which shall be in general accord with officially prescribed practice in interstate commerce, and such other rules and regulations as may be necessary to secure the enforcement of this act; (b) Lists of prohibited and restricted noxious weeds, and changes in such lists; (c) Reasonable standards of germination for vegetable seeds; (d) Reasonable germination standards for flower seeds; (e) Schedule of fees for analysis of samples submitted; and (f) Procedures governing the registration of a wholesale seedsman and a seed conditioner in accordance with this 1984 amendatory and supplementary act.
