34:15-28.3 Fines, penalties, assessments, costs not included in expense base of insurer. 2. Any fine, penalty, assessment, or cost, imposed on an insurer pursuant to section 1 of this act, shall not be included in the expense base of that insurer for the purpose of determining rates.
