30:4-16.5. Definitions relative to civil actions by inmates 4. As used in this act: "Commissioner" means the Commissioner of Corrections. "Inmate" means a person sentenced to imprisonment, or ordered to pretrial or investigative detention, in a State prison or county jail. L.1996,c.11,s.4.
