New Hampshire Code § 621:33

Authority to Apprehend

Certain employees of the department who satisfactorily complete a prescribed course of instruction and are certified by the commissioner shall be designated as ex officio constables to possess general police powers, including the power of arrest, but limited as follows: I. These powers shall extend to employees only during the period of duty with the department. II. These powers shall extend only to property controlled by the department with 3 exceptions: (a) When an employee is in hot pursuit of a person who has committed a crime while on grounds, in buildings, or in vehicles controlled by the department; (b) When an on duty employee observes a child whom the employee knows has escaped from the department or failed to return from furlough, or who is in violation of the terms of parole; or (c) When an employee is transporting a detained or committed child to another location.
