The commissioner of agriculture, markets, and food shall appoint some person, qualified by experience and knowledge in beekeeping, as inspector of apiaries. Said inspector shall be responsible to the commissioner for the performance of his duties under this subdivision and may be removed at any time on neglect of the duties of his office. The commissioner may appoint from time to time additional duly qualified apiary inspectors as may be needed.
