New Hampshire Code § 4:10

Protection of State Water Rights

The governor may institute and prosecute suits at law or in equity in the name of the state, whenever in his judgment such course shall be necessary to prevent the injurious diversion of the water of rivers which naturally flow from other states into New Hampshire.
