The commission may include the cost or value of capital improvements or programs in the rates of a utility when the capital improvement or program provides for the conservation of the energy or water provided by the utility, regardless of whether the utility's capital improvement or program is implemented in or on the utility's premises or at the location of the user of the energy or of the water.
