The department shall adopt rules, pursuant to RSA 541-A, relative to: I. Minimum requirements for the operation of the system, including notification procedures. II. Procedures for the investigation of complaints relating to this subdivision. III. Emergency situations for which prior notice of excavation pursuant to RSA 374:51, II is not required.
