When the same are found to be, in the opinion of the commission, unjust, unreasonable, unjustly discriminatory or otherwise in any respect in violation of the provisions of the act to regulate commerce, or of any other act of Congress, or in conflict with the rules and orders of the Interstate Commerce Commission, or of any other department of the federal government, the commission may apply for relief by petition or otherwise to the Interstate Commerce Commission, or to any other department of the federal government, or to any court of competent jurisdiction.
