The board shall keep records of its proceedings and separate registers of all applications for licensure and all complaints filed against licensees in accordance with the retention policy established by the office of professional licensure and certification. Such records shall show information relative to the application or complaint and the board's response to the application or complaint, without disclosing the identity of those involved, as the rules of the board may prescribe. The records shall be public and shall be open to inspection at all reasonable times, except for records compiled in connection with disciplinary investigations and records otherwise exempt from disclosure under RSA 91-A or other applicable statutes.
