In this subdivision: I. "Enactment procedure" includes any required notice, copying, filing, service, reporting, publication, posting, public hearing, voting procedure, vote count, ballots, or the form or timing of any of these. II. "Municipal legislation" means any charter, ordinance, code, bylaw, vote, resolution or regulation enacted by, or any condition or requirement imposed by, a properly authorized official, board, governing body or legislative body of any city, town or village district. It shall not include an "election" as defined in RSA 652:1.
