Issuance of Registrations

I. If the secretary of state finds that an application for registration conforms to law and all requisite fees have been paid: (a) The secretary shall certify that the application has been filed by endorsing upon the original application the word "filed," and the date of the filing. This endorsement is conclusive of the date of its filing in the absence of actual fraud. (b) The secretary shall file and index the endorsed application. II. The secretary shall return a copy of the application, similarly endorsed, to the person who filed the application or such person's representative.
