I. Except as otherwise provided in paragraph II, this chapter applies to electronic records and electronic signatures relating to a transaction. II. This chapter does not apply to a transaction to the extent it is governed by: (a) A law governing the creation and execution of wills, codicils, or testamentary trusts. (b) The Uniform Commercial Code other than Sections 1-107 and 1-206, Article 2, and Article 2A. III. This chapter applies to an electronic record or electronic signature otherwise excluded from the application of this chapter under paragraph II to the extent it is governed by a law other than those specified in paragraph II. IV. This chapter is not intended to modify, limit, or supersede the requirements of Section 101(c), (d), or (e), or to authorize the electronic delivery of any notice of the type described in Section 103(b) of the Electronic Signatures in Global and National Commerce Act, Public Law 106-229. V. A transaction subject to this chapter is also subject to other applicable substantive law.
