I. A manufacturer or dealer of vessels and outboard motors may make application to the department for a general distinguishing number for his vessels. II. A manufacturer or dealer shall not loan the numbers which have been assigned to him under this chapter to a sub-agent or to any other person. Such numbers may be used on vessels when used in connection with said manufacturer's or dealer's business or for pleasure purposes, but in no case shall they be used on vessels carrying persons or property for hire or compensation.
