This subdivision shall not apply to: I. A motorboat competing under a permit issued by the director in a regatta, boat race, trial run for a speed record or official trial for a speed record during the time and in the designated area authorized by the permit. II. A motorboat preparing for a race or regatta if the preparation is authorized by a permit issued by the director.
