New Hampshire Code § 261:158

Exemption for Publicly Owned and Emergency Vehicles

No fee shall be charged for a permit to register any of the following: I. Any motor vehicle owned by a nonprofit organization and used exclusively without charge for emergency purposes. II. Any motor vehicle owned or driven by the state or by any county, city, town or school district. III. Any motor vehicle owned or driven by any volunteer fire department. IV. Any motor vehicle owned or driven by any public or private educational institution which is used for the purpose of student driver training.
