I. A manufacturer or dealer, except those manufacturers or dealers that may be relieved of such requirements by the director, shall, upon the sale or exchange of a vehicle, issue to such vehicle a temporary plate, and the purchaser of such vehicle may drive the same for a period not to exceed 20 consecutive days thereafter without payment of a registration fee. II. A delivery made by a dealer registered under the provisions of this chapter of a vehicle sold by an out of state dealer to a resident of New Hampshire is defined under RSA 259 as a "courtesy delivery" having been made by the New Hampshire dealer and the New Hampshire dealer is authorized to issue temporary plates for the vehicle.
