The road toll administrator shall issue and record a certificate of release of the lien if: I. The commissioner finds that the liability for the amount assessed together with interest and costs, has been satisfied; or II. There is furnished to the department a bond with surety approved by the commissioner in a penal sum sufficient to equal the sum assessed together with interest and costs, said bond to be conditioned upon the payment of the tolls and fees plus interest and costs determined to be due as herein provided.
