"Vehicle" shall mean: I. Except as provided in paragraphs II and III, every mechanical device in, upon or by which any person or property is or may be transported or drawn upon a way, excepting devices used exclusively upon stationary rails or tracks; II. [Repealed.] III. When used in the provisions of RSA 264, the same as paragraph I of this section, but not including bicycles, electric bicycles, and mopeds.
