After the aforesaid compact shall become operative and effective as provided for in RSA 227-L:27, the governor shall appoint 3 members hereinafter called commissioners of the Northeastern Forest Fire Protection Commission. One of such commissioners shall always be the director of the division of forests and lands, department of natural and cultural resources. The second shall be a member of the legislature, and the third shall be a citizen of the state designated by the governor as a responsible representative to serve at the pleasure of the governor.
