New Hampshire Code § 195:2

I. (a) It is the purpose of this chapter to increase educational opportunities within the state by encouraging the formation of cooperative school districts which will each: (1) Be a natural social and economic region. (2) Have an adequate minimum taxable valuation. (3) Have a number of pupils sufficient to permit the efficient use of school facilities within the district and to provide improved instruction. (b) The state board of education shall approve articles of agreement for a proposed cooperative school district, or agreements for the enlargement of a cooperative school district, only after determining that the formation or enlargement of the district will be in accord with such standards and the purposes set forth herein. II. [Repealed.] III. Advisory Powers of Board. The board may prepare recommended forms of articles of agreement and existing arrangements for cooperative school districts and may furnish its advisory services to cooperative school district planning boards or school boards who have such matters under consideration.
