The following legislative members shall be appointed to the youth council which has been established as a subgroup within the State Workforce Innovation Board formed by the governor pursuant to the Workforce Investment Act of 1998: I. Two members of the house of representatives, one of whom shall serve as an alternate, appointed by the governor. II. Two members of the senate, one of whom shall serve as an alternate, appointed by the governor.
