I. The commission may issue 6-month seasonal licenses to special seasonal agency stores. II. The commission shall determine the appropriate locations for the stores and the appropriate 6 consecutive months based on the seasonal tourist population and the sales volume at existing state and agency liquor stores in the same areas. III. The commission shall submit a report on or before September 30, 1996, to the speaker of the house, the senate president and the governor concerning the effectiveness of this section.
