The commissioner of the department of health and human services shall adopt rules under RSA 541-A relative to: I. Information contained in the central registry under RSA 169-C:35. II. Access to confidential records under RSA 169-C:36. III. The authority to investigate reports of institutional abuse or neglect under RSA 169-C:37.
