The commissioner shall: I. Develop the uncompensated care payment system in a manner that is consistent with the requirements of RSA 167:64 and Title XIX of the Social Security Act as amended and describe the system in an amendment to the state Medicaid plan. II. [Repealed.] III. [Repealed.] IV. Adopt rules pursuant to RSA 541-A, as necessary, to implement this system.
