New Hampshire Code § 158:32

Possession of Bomb or Explosive; Penalty

No person shall have in his possession or under his control any high explosive Class A as defined in RSA 158:30, I, or any bomb manufactured from any substance or device as defined in RSA 158:30, I-III, contrary to the provisions of this chapter or any rule or regulation made thereunder. Whoever violates the provisions of this section shall be subject to the following penalty: I. If the offense occurs prior to November 1, 1973, he shall be fined not more than $1,000 or imprisoned for not more than 21/2 years, or both. II. If the offense occurs on or after November 1, 1973, he shall, if a natural person, be guilty of a Class B felony, and any other person shall be guilty of a felony. III. Any bomb or explosive found in possession or under the control of a person violating the provisions hereof shall be forfeited to the state.
