For the purposes of this chapter, the following terms have the following meanings: I. "Building" includes any structure or part of a structure. II. "Hazardous building" means any building which, because of inadequate maintenance, dilapidation, physical damage, unsanitary condition, or abandonment, constitutes a fire hazard or a hazard to public safety or health. III. "Governing body" means the city council or the selectmen of a town.
