Whoever violates any of the provisions of this chapter or fails to comply with the lawful orders and requirements of the commissioner shall, upon conviction of a: I. First offense, be guilty of a violation; II. Second offense, be guilty of a misdemeanor; and III. Third offense, be guilty of a misdemeanor, if a natural person, or be guilty of a felony, if any other person.
