A local government may recover from a person who is convicted pursuant to paragraph (b) or (c) of subsection 2 of NRS 711.270 a civil penalty of not more than $50,000 for the first violation, and for the second or subsequent violation a civil penalty of not more than $100,000. This penalty is in addition to any other civil or criminal penalty provided in NRS 711.270 or 711.280 .
