1. Except with respect to reasonable promotional activities, a video service provider shall not advertise, offer to provide or provide any video service to subscribers at a rate, including any rebate, less than the cost to the video service provider to provide that service with the intent to: (a) Impair fair competition or restrain trade among video service providers which provide video service in the same area; or (b) Create a monopoly. 2. For the purposes of this section, cost means the expense of doing business, including, without limitation, expenses for labor, rent, depreciation, interest, maintenance, delivery of the video service, franchise fees, taxes, insurance and advertising. 3. A violation of subsection 1 constitutes a prohibited act under NRS 598A.060 . The Attorney General and any other person may exercise the powers conferred by that chapter to prevent, remedy or punish such a violation. The provisions of chapter 598A of NRS apply to any such violation.
