Certificate of authority and certificate defined

Certificate of authority or certificate
means a certificate issued by the Secretary of State pursuant to this chapter
which grants the holder of the certificate a state-issued franchise to provide
video service and construct and operate a video service network within the
service areas designated in the certificate.
