If a petition signed by two-thirds of the taxpayers of the county requesting any such action by the board of county commissioners has been filed with the board, the board of county commissioners of any county is authorized and empowered: 1. To purchase or construct telephone lines within the limits of the county, if, in the judgment of the board, it would be to the interest of the county to do so; and 2. To issue bonds of the county for the purchase, extension and improvement thereof.
