1. A driver shall not refuse or neglect to transport any orderly person to that persons destination if: (a) That person requests the driver to transport the person; and (b) The requested destination is within the area allocated to the certificate holder who employs the driver. 2. Subsection 1 does not apply if the driver can show beyond a reasonable doubt that: (a) The driver has good reason to fear for the drivers personal safety; (b) The taxicab has been previously engaged by another person; or (c) The driver is forbidden by law or regulation to carry the person requesting transportation.
