The Department may, in its discretion, where a fee or other amount provided for in NRS 706.011 to 706.861 , inclusive, remains unpaid for more than 15 days and the person liable for it neglects or refuses to pay it for any reason, direct that a civil action be commenced by the Attorney General in a court of competent jurisdiction in the proper county for the recovery of the fee or other amount.
