It is unlawful for any common, contract or private motor carrier to operate as a motor carrier of intrastate commerce within this State without having furnished the Authority the following: 1. Where a person does not hold a certificate of public convenience and necessity or a permit to operate as a common or contract motor carrier in the State of Nevada, an affidavit certifying that the person intends to operate as a private carrier. 2. Such other information as the Authority may request.
