A person may install and operate a monorail, and perform any work or borrow money preparatory or incident thereto, in a county whose population is 700,000 or more. The owner or operator may: 1. Establish the frequency of service and schedules of operation; 2. Establish the fares to be charged; and 3. Charge and collect fares from passengers.
