Cost effective means an energy efficiency plan or energy efficiency program has a benefit-cost ratio of 1.0 or greater as determined by the Commission, using a test of the cost effectiveness of the plan or program that: 1. Is selected by the Commission; and 2. Accounts for any non-energy benefits of the plan or program.
