Notwithstanding the provisions of NRS 703.310 and 703.320 , the Commission shall establish by regulation expedited procedures for complaints filed by a telecommunication provider against another telecommunication provider for any dispute arising under this chapter, including, without limitation, a dispute arising under the standards set forth in NRS 704.68887 , or arising under chapter 703 of NRS. The regulations may include, without limitation, specific procedures for interim relief that may include a preliminary decision by a single Commissioner except as to the imposition of monetary penalties.
