1. The board of county commissioners of any county may regulate by ordinance any person furnishing a water supply or sewer services, or water and sewer services, for compensation to persons within that county except those persons regulated by the Commission, the services furnished to its residents by a political subdivision, and services furnished to its members by a nonprofit association in which the rights and interests of all its members are equal. 2. Any person who is a customer of an entity subject to regulation by the board of county commissioners as provided in subsection 1 may request the board to review that entity, the service it is providing and the manner in which it is providing the service to determine whether a receiver should be appointed for that entity. If the board determines it to be appropriate, it shall file a petition for the appointment of a receiver for the entity in the same manner and with the same duties and powers as a receiver appointed upon petition of the Commission for a public utility as provided in NRS 704.6676 .
