The Commission shall have power, in the interest of safety or service, after hearing: 1. To determine and order required and necessary repairs, reinforcements, construction and connection of property, lines, equipment, appliances, buildings, tracks and all property used or useful in public utility service. 2. To order the use of safety appliances in the interest of the public. 3. To make and enforce necessary rules and regulations.
