1. A Division of Consumer Complaint Resolution is hereby established within the Commission. 2. Pursuant to regulations adopted by the Commission, the Division of Consumer Complaint Resolution shall: (a) Receive and investigate complaints made against any public utility or alternative seller; (b) Conduct appropriate investigations of the service practices of utility companies or alternative sellers; and (c) Perform such other functions as are required by law or as the Commission deems appropriate.
