1. If the Commissioner finds that the application is complete, that the applicant has passed all required examinations and is otherwise qualified for the license applied for, the Commissioner shall promptly issue the license. Otherwise, the Commissioner shall refuse to issue the license and promptly notify the applicant and the appointing insurer, if the application is for a bail agents or general agents license, or the employer, if the application is for a bail solicitors license, of such refusal, stating the grounds for the refusal. 2. All fees required to be paid pursuant to this chapter shall be deemed earned when paid and may not be refunded.
